A new US government report has linked some Kenyan officials to the recruitment of more than 1,000 Kenyans for Russia’s military amid its ongoing war with Ukraine.
The 2026 Trafficking in Persons Report alleges that Kenyan officials worked with recruitment agencies and Russian officials to facilitate the recruitment.
The US Department of State released the report on Thursday, October 8.
Report Exposes Alleged Recruitment Fraud
According to the report, some Kenyans received promises of well-paying jobs in security and construction.
However, recruiters allegedly pressured them to sign contracts with Russia’s Defence Ministry. The contracts reportedly required them to serve in the Russian military.
The report says the recruitment involved more than 1,000 Kenyan men. It describes the process as fraudulent and raises concerns about possible human trafficking.
US Report Criticises Government Response
The report also questions the Kenyan government’s response to recruitment agencies suspected of involvement in trafficking offences.
According to the findings, the government did not report taking action against agencies allegedly owned by public officials and linked to trafficking crimes.
Instead, authorities often pursued lesser charges. These included failing to register recruitment companies rather than addressing the alleged trafficking offences.
The report also cites Kenyan media reports claiming that more than 10 per cent of government officials own shares in private employment agencies.
This situation raises concerns about conflicts of interest. Public officials could face questions over their links to agencies suspected of recruiting Kenyans illegally.
Recruiters Allegedly Targeted Africans
The report further alleges that dishonest recruiters and Russian officials targeted foreign nationals, including Africans.
They reportedly used false promises of employment and vocational training to attract potential recruits.
The findings raise concerns about the safety of Kenyans seeking work abroad. They also highlight the need for stronger oversight of recruitment agencies and better protection for job seekers.
The report’s allegations have renewed scrutiny of recruitment practices involving Kenyans seeking employment opportunities overseas.
